I just want to thank the author of this thread and all the contributors. I read through the thread once and was able to connect my blackberry within 90 minutes despite a couple of challenges. I am describing my steps again (hopefully redundancy might help someone less technical or in a similar boat as me).

My Configuration:
Blackberry Model #: 7290
Laptop: IBM T42p
OS: windows 2000 server
Blackberry service provider: Cingular (actually i was told by cingular support that even though my blackberry Device shows Cingular on the home screen my account still belongs to the legacy ATT network.
Step 1:
Connect the blackberry to laptop - Make sure your BlackBerry is connected by USB cable, and your BlackBerry Handheld Manager is running (just launch BlackBerry handheld managers) This is necessary for using the BlackBerry as an external modem. You cannot use BlackBerry as a modem unless you have BlackBerry Handheld Manager running in the background!
Step 2- Verify Modem is Functioning Properly
Go to Control Panel -> Phone & Modem Options. In the Modems tab, you should see a new Standard Modem (it will not say BlackBerry so do not get confused) on a new port (such as COM3, COM6, COM7, etc.). Click Properties -> Diagnostics -> Query Modem. You should see the following on Windows 2000 (below, “OK” will be replaced with, “Success” on XP if you want to get real technical):

Step3 - IMPORTANT SPECIAL CONFIGURATION STEP
Click Properties -> Advanced and add the following extra initialization commands with the appropriate carrier-specific APN Setting (I’m an AT&T account on Cingular and therefore the cingular settings specified above in this thread did not work for me and I got Error 734.) I used the following setting to make it work finally.
AT+CGDCONT=1,"IP","proxy"
Step 4 - Add a New Internet Connection (some things are a little different on 2000 vs XP but pretty similar so try to follow what I have put here)
2000 - Close the Phone and Modem Options and the Control Panel. Create a new connection with Start -> Connect To -> Show all connections -> Create a new connection; or
1. Click Next
2. Select "Connect To The Internet" then Next
3. Select "Set up my connection manually" then Next
4. Select "Connect using a dial-up modem" then Next.
5. Check only the Standard Modem (if prompted).
6. Give the connection a name such as "BlackBerry Modem", then Next.
7. On the next screen, pick one of the following phone numbers, depending on your AT&T/Cingular phone enter phone number *99#
8. Click Next.
9. On the next screen,
Username:
Password:
I left the username and password blank as technically i am still on the ATT legacy network even though the device shows cingular on the home screen.
I did not have ot worry about the BES setting or DNS setting.
Once i changed cingular settings over to ATT settings the error 734 went away and I was abvle to connect at sweet 115.2kbps. No reboot was needed on either device.
BTW, i do not have a data plan and will be charged 1.95 cents per kkilobyte of data if I used the account. I do not plan to use it without getting the right plan for this ogtherwise i will get killed with the bill if browsed at this rate.I just wanted to get it to work once.
