That certainly is strange but it sounds to me like you're not doing enough to recover Vista. I've never changed the DHCP range of my home network (I've never seen the need to) so I can't say I've had the same problem.
But it seems to me like a simple reboot or even just setting it back up would fix it for you. How often do you change the DHCP range of your network anyway?
