Dont quote me on this but i think its because the SIM card gives the new OS parameters from your Carrier and thats why it must be inside while doing the upgrade. Or its because like most GSM Phones before you can even use the phone or see any options on it you must insert a SIM card and its not a OS ralated thing but a Phone thing.

But in all honestly i think you can manage to wait 45 minutes without using the phone, its not as bad as it seems.
