It's simply not possible to Enterprise Activate a Blackberry on a BES without a BES data plan.
The enterprise data plan allows both BIS and BES.

It's a BES data plan. It will allow BIS and BES.

Nope. A BIS data plan will not allow BES enterprise activations.
