Just for good measure, I'll say it again.
You cannot successfully activate on a BES with only a BIS plan. It can't be done.

If you've activated on a BES, and the device is functioning properly on the BES, then you have a BES data plan.
I don't care what your bill says, or how much you're paying for it. It's a BES data plan.
