Nope.
You don't need the carrier's router. They only offer it for users who don't already have a home wireless network.

You can use UMA from any wireless network you are connected to. it does not have to be a T-Mobile hotspot.

Yes, you can sit in an airport or hotel with a regular wireless network and still use UMA to make phone calls over WiFi.
