BES devices connect to BlackBerry.net and BIS device connect to blackberry.net case changes with different ip addresses.

Why is there a difference and is there a significance to this, and can I change it with a flash of the firmware?

I was thinking along the lines of costs as out data plan is for BES traffic.

Hope someone can clear this up.

Thanks.
No such thing as a BIS or BES device, they are all the same and only the plans are different. If you want to connect to a corporate BB server then you need BES, otherwise BIS is fine for Hotmail, Gmail or whatever.
