Nevermind, I changed the number dialed to *99#, then changed the advanced tab on modem in device manager to: AT+cgdcont=1,"IP","WAP.CINGULAR" and kept everything else the same as the first link instructions, changed the modem connection speed to 460800 and got download speeds of 1300kbs, upload 250kbs.
