Network Blocked indicates that the provider has blocked the device from registering on the network. Usually happens when a device is reported lost or stolen and providers share the blocked lists among them (at least in some parts of Europe)

I presume you're not happy handling stolen and/or other people's property so i suggest you contact whomever you sourced the device from.
