EVDO Rev A can do VoIP to the handset, where all voice/data comes to the handset as data, rather than on a voice channel. As far as I know, it will only take a network upgrade to enable this. Well Verizon does this now with Push to Talk (PTT). PTT is on EVDO Rev A. There are no plans to do it on a standard handset. They will start doing this on LTE (4G). LTE will do voice and data on the same stream.
