All kidding aside, Enterprise Activation is only if you're connecting to a corporate BES system at work. Home users need a BIS BlackBerry Data Plan. Stands for

Service. Once you have the Nextel BlackBerry Plan active on your account you will get the option to set it up without Enterprise Email.
