Are you talking specifically about WiFi or just being able to connect to the web? If you are just talking about WiFi then no, as mentioned you need a WiFi signal to recieve. If there's no signal there's no WiFi.
If on the other hand you mean connecting the web regardless of how then you can access the web through your service provider and use the mobile network to access it.
