736 error

I've tried everything in the FAQ, but am unable to get my 8700 to work as a modem. I've tried both the Cingular blue and orange.

I have logging on and have notice the following repeated in my log file:
12-16-2005 23:09:07.769 - After waiting 20ms CD is still low.

this line appears about 30 times in a row. i also see:

12-16-2005 23:09:29.801 - DSR is low while initializing the modem. Verify modem is turned on.
12-16-2005 23:09:29.801 - CTS is low while initializing modem.

Anyone know what this means? It does the registering on the network, etc. and then i get the ole 736 error.
