u need the wifi service book. so the data services have to be on.
The work around is as mentioned above.

Else u could switch to the Unlimited data roaming which costs roughly about £25 for a month and then switch it back to the Free Unlimited UK data plan when you come back. At least that will ensure peace of mind and + when you travelling you would want to enjoy and not keep hastling with your phone. Think that £25 quid/month is not a high price to pay for peace of mind. Happy travels!
