Unlocking a phone allows you to use it on a different network.

So let's say you like the new phone/BB coming out from AT&T, but you're on T-Mobile. You can purchase the phone from AT&T (probably full price), unlock it, and use your T-Mo SIM card in it and use on the T-Mobile network.
