That plan works fine abroad, and would probably be your best bet if you are going to do much in the way of email or web use.

The phone options are a bit more murky. You can obviously use the phone internationally at, I believe $1.99/minute in Israel. You can also get a local SIM that will cost less but will not work with data, and will also have a different phone number.

Also, be aware that in Israel you may have some issues that will pop up with selecting the best network to use, because I am pretty certain that both CDMA and GSM networks are present in the country.
