The first thing to check is that you've copied the policy bin file to the right location.I've made this mistake and spent hours trying to work out why nothing was happening.If in doubt,download the file again to handy location such as my documents and then drag and drop it to the required folder.

I had a problem with an 8900 that I couldn't get the it policy off with JL_Cmdr but solved the problem by wiping the handset,doing a clean install of the OS and then using JL_Cmdr to factory reset.This was done with the phone switched on but before you input the password.
