When you're setting up the sync there is also three types of sync options. One way FROM the device to Outlook. One way TO the device from Outlook. Two way keeping both identical. If I recall there is also a bug when the phone number is in the WORK2 field. I assume it throws off the field mappings, but I am not sure. I would delete all the contact data from the device and recheck your settings.
