If emails are not getting to the blackberry when the computer is off, then you know for sure it has nothing to do with Outlook.

If you verify that it is not Outlook causing a problem, try deleting those email addresses in BIS. Wait a little while -- I don't know, eat a meal or do something -- then add the addresses back to BIS. You could also delete the service books for those addresses just in case after you delete in BIS, but I don't know if it will make any difference.
