That message in the Email setup wizard is indicative of not having the proper BlackBerry Internet Service Data Plan (or Bolt On) set up with your phone service carrier. You need to contact your carrier to get the correct data plan in order to get email.

Same thing for BBM. You won't get service until you have a BLACKBERRY DATA PLAN set up.

Call your carrier.
