We recently had a a bunch of problems with this exact issue.
In an internal KB (KB24743) RIM finally admitted to a problem with 2 versions of device code 126.96.36.1995 for the 9650 and the 9630 and 188.8.131.522 for the 9700.
You could downgrade to Desktop Manager, version 5 and use the Cert. Sync to do a wired sync. or you can downgrade the OS of your device to the version prior to 184.108.40.2062 for the 9700 and then retrieve and import the certs via email.
