We recently had a a bunch of problems with this exact issue.
In an internal KB (KB24743) RIM finally admitted to a problem with 2 versions of device code 184.108.40.2065 for the 9650 and the 9630 and 220.127.116.112 for the 9700.
You could downgrade to Desktop Manager, version 5 and use the Cert. Sync to do a wired sync. or you can downgrade the OS of your device to the version prior to 18.104.22.1682 for the 9700 and then retrieve and import the certs via email.
