On the slacker radio issue, it looks like to solve the that problem you need to grant all permissions requested. This is what I see reported when I search. Set all permissions to allow. So, if you didn't, try it and see if it works. Also look in the app options and see if you have the ability to specify the connection mode. If so, experiment.
On the browser, slowness or failure to open a page are often corrected by clearing the cache, and sometimes also clearing cookies.
I don't know why you are getting a failure to connect to the carrier gateway. All I can advise is make sure you are receiving the mobile signal. If it is barely one bar on the indicator, that would explain failures to load a page. If the signal is strong and you still have problems connecting, resend service books and do a hard reset.
