Default Japan no longer offers data package plans?

I'm with Verizon and used to pay $64/mo. for unlimited data in Japan. A few months ago I got a letter saying this plan was being discontinued. I called and Verizon switched me to $30 (approx) for 25MB. That was fine since it's just for email. Somehow I never got put on that plan, and now Verizon tells me there are no longer any data packages in Japan; there's only pay-as-you-go at $20/MB.

Is this possible?

Verizon claims they got the best data rates from Japan.

I may have to switch to a WiFi enabled phone, but my wife uses is a lot while she's not near WiFi.
