Have a look at the "Default Configuration" of the user (under the "Messaging configuration" heading). Go to the "Organizer data synchronization" tab. Make sure the the
"Automatic BlackBerry device management" is set to "Yes".
It is well possible the the "Disable All Wireless Synchronization" policy switched that off as well (along with the Automatic wireless backup). So the policy might be overkill. Maybe you have to be more granular and switch the sync off by service (Contacts, Memos, Tasks etc.)
