I just got my 8700 from Cingular as well and I had the SAME problems. You have to call Cingular and connect to their Blackberry support. Let the support rep walk you through the solutions and they'll activate WAP access for you.

It does not come standard with the Blackberry service plan. It's a catch-22 and it's a bit of a rip-off.
