Yes, you can download an attachment and then attach it to a new composed message, and it should be straightforward. Have you tried? If so, where do you stumble?

You can delete original text when replying, but not when forwarding. If you just want to forward only the attachment, I believe your best bet is to save it, compose a new message, and attach the attachment to the new message.
