I had to go back to the ATT store to get this problem sorted out. When I took the phone home and went to my BIS account, it told me I'd been deactivated and would neither let me log in or set up a new account for thenew phone. The ATT guys took 15 minutes to figure out how to fix it.
For some reason the setup utility on the phone would only let me do an activation for BES. The people at the ATT store had to setup my BIS account from one of the PCs at the store.
Fortunately, I did not have to do an OS reinstall.
