Your options are wrong as ZombieBerry said. You have limited the ability to use anything else. I use BBP and it does work via cell network. the option exists to save data costs unless your account is unlimited. the other issue may be your WiFi connection. do you have any port blocks or other restrictions? I use BBP in both modes.
