Angry Can't Conect to BlackBerry Protect

I have a 9900 bold and im trying to set up my blackberry protect. I have the app already, and i click to connect and all that happens is a green progress circle appears and it says "connecting to blackberry protect service... ". It does this for a long time and nothing else happens. I have no issues connecting app world, but i have no data and use wifi only could this be the issue? Any help would be great thanks!
