| | BES Initialization hanging at 52%

My colleague upgraded the OS on his 9900 from 22.214.171.1247 to 126.96.36.1994. The OS upgrade appeared worked fine with no apparent problems, except that the BES initialization will not complete. It hangs at 52% every time. What's strange is that when he upgraded to 188.8.131.527, he had similar problems. He contacted the BES admin and was given a new activation code, but that made no difference. I suppose we could wipe the phone and reinstall the OS, but it seems like something else might be going on. Anyone BES admins out there with a suggestion of what to try?
