Well, BBDM just creates an encoded backup and you could use BBDM again when you got a new phone to restore from previous backup. But if you want your contacts now, you could use the BlackBerry Backup Extractor and extract them into a CSV file that you can then import to Outlook, you can find more on our blackberry converter blog.
