Plausible but I don't think so as in both countries I was in capital cities with good signal strength and I was working in an office so not moving about. I also received few emails and the pattern of the charges is just too consistent: ~100/day in one country and ~33/day in another both with apparently little variation from day to day. That ~100 could be every 15 minutes. I suspect there has to be something triggering a regular check but not sure whether that is generated by my Blackberry or the carrier. So the title of this thread is probably not appropriate any more.
Your guess at $0.20 per kB is close to the mark. I've dug up that it is $0.02 per kB but in 10kB increments.
