Default Email, Outlook and Network Server

Not sure this is the right place for this, but I could use some help. Bear with me as I'm not an IT professional, but apparently neither is our IT vendor.

I was able to start getting email from our network server at work on my 9930. However, emails arrive on my Blackberry usually about 10-15 minutes after they hit my desktop Outlook; occasionally less, sometimes up to an hour later. Also, I do not have access to my Outlook calendar, Outlook contacts, or any Outlook folders. This can't be normal, can it?

Could someone please tell me what is necessary to properly set up a Blackberry when I'm using Outlook and connected to a network server, so I'm not managing essentially two systems? I need to know specifically what type of server we need to have, which Blackberry software for the server, etc., etc. What do we need to do to accomplish this?

As I mentioned, apparently our IT vendor does not know what he's doing and we have no one on staff who has any more knowledge.

Will appreciate any help.
