Best hope is the battery is defective. Most kids run it down to the bottom and ALL cell phones use LI type batterys and if allowed to drain below 25% a few times they loose power quick and eventually wont charge. If she tells you it was allowed to drain then the easiest is to replace the battery or if you can borrow one to test.
Also some USB ports on PC's wont charge properly if they are in a hub. It needs to be plugged into a full non hub port.
