| | Child Protection on my second hand Torch

Hi, after weeks of not being able to work out why I cant add preferred payment on my torch, we finally worked it tout there was Child Protection added by its previous owner. I got that removed, by contacting my Supplier. But still have cant add the Preferred Payment. I then did a factory reset, and that still removed the restrictions. Can anybody help me please? I am stuck and my supplier is useless.
