Sorry, my point was the restrictions you have wont go away by using any method if the Iranian Government blocks and or monitors all internet and cell use. It is extremely simple to block data via the IP address required for all cell phones to down load or use data. The voice side although converted to a digital packet is tagged differently from data such as BBM, Text or applications requiring access to the internet. Although it may be useless , try calling your carrier and see if it is possible they have your account set up wrong.
Some questions, can you send and receive standard text messages or down load web pages? if you can then it may be a setting on the phone or a setup problem with your BBM ID or account. You could try downloading to a PC and using Link transfer the app to your phone.
