PeerManager is a program loaded by Blackberry to manage and control the Link software. Sadly it can be detected as a virus by some Anti virus software and cause issues. It can also be a version that was loaded by virus or Trojan software and not the real version.
I would fully delete the Link software and look for a file called peer manager and delete that also. Downloading a new clean version from only Blackberry may be the safest way to go.
I added a couple of links I found on the internet relating to your problem. They are only for info and I would also look for others to fully understand the problem.

What is PeerManager.exe?
