| | How to mute certain callers

I upgraded to 4.1 specifically for the ability to mute certain people's rings.
I found under the user's profile I can enable a special ring and set it to MUTE.
When I test it from my office line or a friend's line it works perfectly. However, when I mute the one guy I really need to - it rings as normal even though he is correctly identified when calling.
I have removed all the markup from the number in his profile and tried many different things.
Any idea why I can't mute (or change the ring at all) of this one caller?
