Go to Options > Security or Options > Security Options > General Settings. Does it list an IT policy? If so, this device was previously attached to a BES server and the policy may be restricting SMS use. you would need to clear the IT policy before being able to use SMS. Search the forums for instructions on how to remove IT Policy.
