When I tested this, what happened was that it asked them to enter a password, and it made them enter one. So there is no default password.
Sounds like you are on an older server, and I don't remember if the options are different, but I'd also disable User Can Disable Password, and set a minimum length and possibly the pattern check and set forbidden passwords (if 4.1 - so they can't use Password or passw0rd).
Unfortunately they didn't let me actually force passwords.
