To change this you have to go to >Options >Security Options >General Settings >Password: Disabled.
If there is no option for Disable then it means that you have an IT Policy on your device. If you are connected to your work email system then most likely they have pushed the policy to your device and you cannot get around it.
If you are not on your company's corporate BES then it's possible that you have an old IT policy on the device. Finch asked if you bought it used. Many times used BB's have IT policies on them leftover from the previous user. That will prevent you from disabling the password. If this is the case then you can remove the IT policy. It means wiping the device and loading a blank policy and reloading your data.
