Many, many individuals don't pay for it, which is why carriers are notorious for red-flagging accounts for abuse since it violates their TOS.

I'd go blind if I had to use this tiny screen all the time to access the web. It gets used, certainly, but only as necessary on a daily basis. Other data-based needs could benefit from 3G but they don't necessarily require the use of
browsing the web.
