I think part of the problem is a default behavior with USB is to not fully power up devices that aren't recognized.

Under Linux Kernel 2.6 I can't charge my blackberry. But under 2.4 I can. Neither have the driver for it, but I think 2.6 cuts power when it doesn't know what to do with it. ( I get the bolt for a few seconds and then it goes away )
