If you edit your location settings, the first tab is marked "Basics" On this page is a setting for "Proxy Configuration". If you click on the button next to this you will find a dialog into which you enter the proxy settings. This is where you will find HTTP Tunnel settings.
Note, this is for Lotus Notes 7. I have not tried Notes 8 yet.
