8800 should be unlocked first and you should at least get an internaltional package from Cingular. However a local SIM card would probably be much cheaper, especially on the voice end.

The 8703 CDMA device will not work in Europe. They are basically GSM, and T-Mobile-Germany is the primary carrier. That is why you need the 8800 unlocked, so it will work on the European T-Mo network with one of their SIM cards.
