Well, you can get any third party application work
without a data plan. You just need a SIM card that is activated for data transfer (e.g. a normal GPRS card will work). Moreover, your network provider must have BlackBerry data transfer capabilities, so if your provider is selling "BlackBerry data plans" as well, it will work.
