I highly recommend getting a data plan if you want to download apps or files OTA. If you don't use the email or browsers, then you can find many apps for download to your PC and you can then install them using the Blackberry Desktop software.

PS - I recommend T-Mobile for BB data and voice, at $60 for unlimited data, email, and SMS with 1,000 minutes, I haven't seen a better deal out there.
