Just to be double-sure call RIM and have them determine if your BES is still showing as being connected to their NOC. Have them verify that with you on the phone....they can be slippery sometimes. They will have to ask the guys in OPS to check. This type of behaviour seems to indicate a) You are not connected to the RIM infrastructure
b)Your multiple restarts may have resulted in a "phantom" service being present. This occurs when the domino server services have not all disconnected properly on shhutdown. The task manager does not indicate all the domino services that's running. There's ~12-18 domino services that's associated with the domino server.
c) I would do an UPDALL, FIXUP, COMPACT on the outbox queue db and the profiles db.
