I think the one side is overlooking the consequences of the move by Verizon and the other Telcos involved.
Any corp. has to anwser to both regulators and their owners.
Customers want the best tech for the best price however in my opinion changing the rules on the spectrum would both hurt new tech and hurt pricing.
This is not a normal Cell phone spectrum, Google is the new player looking into the spectrum for potentially some very good reasons, the Telcos are not happy and are looking to cover themselves for their business. This is what they need to do but it does not make it good for the public.
