Fixed

turns out BES isn't sending the fqdn string to the exchange server. It sends <BESAdmin> and not [email address].

On the exchange shell, ran:

Set-ReceiveConnetor "your default receive connector here" -DefaultDomain "your domain name here"

If the exchange 2007 Antispam is not enabled, no further action is needed.

If Exchange 2007 Antispam is enabled, mail will be blocked via Content Filtering.

Added the BES Server IP address under Exchange 2007 AntiSpam IP Allow List.

Mail now getting through
